Objective 1: Strengthening systemic transparency, quality, and the harmonization of qualifications and micro-credentials aimed at employability, inclusion, and lifelong learning; strengthening partnerships and social dialogue.

Objective 2: Effectiveness of credentials and qualifications of all types and levels for socioeconomic and employment purposes in the context of a rapid and multiple transformation of professions, skills need, and the impact of global factors (green, digital, and AI transition). 

Objective 3: International comparability, credibility, recognition of qualifications and micro-credentials, and referencing of regional and continental qualification frameworks in Africa and beyond.

• Equitable, equal, inclusive, and quality education and training.
• Train men and women in the areas of professions of their choice so that they become useful to society and the labor market.
• A more diverse active population with relevant and quality skills for decent employment, social inclusion, and for life.
• Promote decent employment on a large scale, increase the population's access to the labor market, aiming to contribute to economic growth.
• Ensure competent human resources for the economy and to encourage and retain private investments.
• Creation of quality training mechanisms to promote skills that meet labor market needs, personal development throughout life, social activity, and the new challenges and demands of technological, digital, and green transformation.
• Facilitate the mobility of individuals (students, trainees, workers, all demographic groups).

Communication function: to increase clarity and transparency regarding the main features of the qualifications system, the types of qualifications, mobility and progression pathways (vertical, horizontal), total or partial qualifications, the application of recognition of prior learning for different purposes, quality assurance characteristics, recognition of foreign qualifications, and the roles and interactions of existing institutions concerning qualifications and the NQF-GB.

Reform function: to support and contribute to the review, adjustment, and reform of essential policies and mechanisms to improve the internal and external performance of the education and training system and to achieve the objectives set for the NQF. The creation of a comprehensive and systemic NQF is, in itself, an important reform in the education and training landscape.
